Hawaii’s municipal structure is distinctly centralized, with only five counties and no incorporated municipalities. This unusual arrangement reflects Hawaii‘s geographic nature and smaller population, leading to counties providing all local government services without traditional city or town governments. Counties are primarily responsible for delivering services such as law enforcement, utilities, and zoning, with each island generally corresponding to a single county that oversees its local governance.

Honolulu County, encompassing the entire island of Oahu, serves as both the municipal and county government for Honolulu, Hawaii‘s capital and largest urban area. Honolulu operates under a strong-mayor-council model, with the mayor holding executive authority over departments like the Honolulu Police Department, public transit, and housing services. The Honolulu City Council passes legislation and sets budgets, representing residents from districts throughout the island. This government structure allows Honolulu to function as an integrated city-county, managing both urban and suburban communities, such as Pearl City and Kailua.

Hawaii’s remaining counties—Hawaii County, Maui County, Kauai County, and Kalawao County—each govern their respective islands or areas, handling all local governance responsibilities. The county council and mayor in each area work in tandem, with councils acting as the legislative branch, setting policies, budgets, and regulations, while the mayor oversees daily operations. For example, Hawaii County, which includes both Hilo and Kailua-Kona, manages services across a mix of rural and urbanized areas, tailoring its approach to the needs of diverse communities.

Due to its lack of incorporated cities, Hawaii has developed a streamlined governance system that bypasses the municipal layer entirely, placing significant responsibility on county governments. In rural areas, county officials coordinate closely with state agencies to deliver services that might otherwise fall under city jurisdictions, such as health care, social services, and environmental management.

In addition to county services, much of Hawaii‘s land is under the jurisdiction of Native Hawaii sovereign entities or military installations, which operate independently of the county governance system.
